Dear Prospective ‘Not Buying It’ City Member:

The Georgia Office of the Attorney General, together with the ‘Not Buying It’ project team, thank you for your interest in the ‘Georgia’s Not Buying It’ initiative. With your help, we hope to strengthen your city through the ‘Georgia’s Not Buying It’ designation. This initiative will empower the leaders of your city to protect vulnerable children from becoming victims of Domestic Minor Sex Trafficking (DMST), and help deter sex trafficking activity within your community.

In order to work toward resolving DMST, it is the goal of this project team to increase the awareness and knowledge of Georgia adults regarding the issue of DMST. It is crucial to public safety that law enforcement, teachers, and the business community are trained to appropriately recognize and respond to activities that make your community vulnerable to DMST. As part of our ‘Not Buying It’ program we have outlined certain criteria that will allow your city to receive the distinct designation of being identified as a ‘Not Buying It’ city.

Please review the enclosed documents and provide your signature and input within the fields that require additional information. Please return the completed documents via email at the address provided below and you will be provided with additional information to move forward with the designation.

Application

It is not necessary or required to complete this application in its entirety at one time.
The forms below will assist you as you move through the "Not Buying It" designation process.
You will need these forms at different times throughout the process as noted below.

DISCLAIMER

Please ensure that any approval by the city governing authority to pursue an application into the ‘Georgia’s Not Buying It’ initiative complies with all applicable state and local laws, including, but not limited to the state open meetings’ laws and your city charter. If you have any questions about applicable laws, please consult with your city attorney. 

PHASE ONE - DESIGNATION APPROVAL 

  1. Submit “City” initial application for approval (Form 1A)
  2. Submit ‘Not Buying It’ City Plan and submit for approval (Template Provided) (Form 2) 
  3. Sign and submit the ‘Georgia’s Not Buying It’ City Pledge (Form 3)
  4. Complete General Audience Training (Form 4)
  5. Submit the ‘Final Application for Designation’. (Form 5)
  6. Complete the order form for window decals (Form 6)

PHASE TWO - RENEWAL

  1. Submit updated City Plan for year two. Renewals will be granted to those cities that achieve an equal or greater percentage of personnel trained from the previous year. (Form 2)

With the understanding that the eradication of Domestic Minor Sex Trafficking (DMST) requires a long-term approach, as community leaders we acknowledge that our involvement is a critical part of the solution. General Audience Training Application

There is no cost associated with the ‘Not Buying It’ designation, nor is there a cost for the General Audience Training. Training for educators and first responders must be scheduled through:

Georgia law prohibits municipalities and any other political subdivision from contributing or appropriating money to any charity without prior approval from the Georgia General Assembly. This does not prohibit city officials or employees from contributing in their individual capacity. Please consult with your city attorney if you have any questions about the legality of the donation.
